MANILA, Philippines — The Independent Commission for Infrastructure (ICI) on Thursday recommended to the Office of the Ombudsman the investigation of former officials of the Department of Public Works and Highways (DPWH) due to irregularities in a P95-million flood control project in Bocaue, Bulacan.
